"The young leader does not fully control the military," Shu Watanabe, parliamentary senior vice defense minister, told a TV program. "It is likely that (North Korea) will take certain provocative military actions to show it is a dangerous country."
Watanabe also said his ministry has acquired significant amounts of information on North Korea through its links to U.S. and South Korean forces, and there have not been any specific moves in North Korea so far.
He added Japan's Defense Ministry has "compiled several scenarios so we will be able to provide optimal responses" to contingencies. Source
