A headline from today's edition (see
here): "House blocks EPA on coal ash." In case anyone was confused by this, allow me to clarify. The House of Representatives
voted to block EPA's proposal to increase regulation of coal ash, which is a by-product of electricity generation from coal containing toxic chemicals. However, the House vote cannot, by itself, block EPA's regulation. That would require a corresponding vote in the Senate, plus the President's signature (or a subsequent super-majority vote in Congress to override a presidential veto). So, the bottom line is that, contrary to the Star's headline, the House has
not blocked the new EPA rule.
